While we're working on a design that will save dozens to hundreds of dogs, we have to start small.
But the situation calls for urgency. There are dogs who need us now!
So, phase one will consist of two shelter buildings and one service building for intake and other functions. We will need some basic services, which because of the remote location will have to be built by us;
